ULP’s, MOU’s, Grievances, and Settlements


The Union settled an Agency grievance over  the arbitration procedure by negotiating language that supersedes some provisions in the 2009 CBA’s Article 22.

Union and Management agreement on details, most notably on translation of foreign documents, in relation to the Agency’s changes to 7 FAM 1350, concerning the adjudication of passport applications for minors.

Unfair Labor Practice charge about the Acquisition Review Panel led to this Agency posting.

Revising the FAM without first bargaining led to this MOU on Appendix C, which dictates the rules by which name changes are adjudicated.

An arbitration regarding Official Time lead to a split decision by the Arbitrator.



The Union and Management signed a Memorandum of Agreement on June 11, 2009 regarding issues related to the Union’s concerns about the integrity of the passport issuance process: MOA.


The Union and Management signed a Memorandum of Understanding on November 7, 2007 to permit all bargaining unit employees 4 hours of official time to review the CBA upon completion: MOU.
